Part of Platform moderation: a four-layer, six-stage framework
What to save before you appeal a moderation decision
Before you appeal a moderation decision, save the notice, content, rule, timestamps and case ID, then keep a private log of filings and outcomes.
What to take away
- Save the notice, the post, the URL or content ID, the cited rule, the timestamps and the case ID before you edit or delete anything.
- A report asks a platform to review someone else's content. An appeal asks it to reverse an action on yours.
- File through one route. Sending the same request through several forms splits the record and slows review.
- Quote the rule by name, then give the one fact that changes how it reads.
- Keep a log of case IDs and outcomes, so a second error is provable rather than arguable.
To appeal a moderation decision, preserve the notice and ask the service to reconsider an action on your content or account. A report asks a service to look at content or behavior. The evidence overlaps. The remedy does not.
This is a general workflow, not legal advice. Follow the service's current procedure and the law where you live. Never download, forward or repost illegal or severely harmful material to build a file. How a case moves from detection to final review is mapped in the moderation pipeline.
Deal with danger first
If someone is in immediate danger, call local emergency services. That outranks any form.
For child sexual abuse material, credible threats, intimate-image abuse or active fraud, use the platform's safety channel and the authority that covers it. The Justice Department's reporting directory for exploitation offenses routes child sexual abuse material to the National Center for Missing and Exploited Children's CyberTipline.
The evidence set: seven items
| Item | What to save |
|---|---|
| Enforcement notice | Full text, plus the rule name and case ID |
| Post copy | Text as written, plus the image or video at full resolution |
| Location | Direct URL, content ID, and the page it sat on |
| Cited rule | The policy page, its version date, and the linked help article |
| Timestamps | Posting time, notice time and filing time, in one time zone |
| Case ID | The ticket, appeal or report number from every confirmation |
| Context | The thread, caption or source for the disputed element |

Smallest record that works
- Contenttext, media description, post ID
- Locationexact URL, account, thread
- Timedisplayed time, time zone, observed time
- Contextlines before and after
- Noticerule, action, duration, case number
- Account statefeatures lost, login, reach
- Policyrule text and version date
Store the file privately. Redact other people's names, addresses and private messages before sharing it. If the account may be compromised, change the password from a clean device; CISA's password guidance covers recovery.
Where to file, and which route
- In-product reportthe flag menu on the post, comment or profile.
- Notice appeal linkinside the email or message that announced the decision.
- Specialist formsprivacy, copyright, safety and accessibility pages in the help center.
- Legal channelsthreats, fraud and court orders.

Pick one reporting route
What is the problem?
In-product report for that content type
Appeal link inside the enforcement notice
Use the in-product report when the form accepts that content type. Use the notice appeal link when the decision was about your own post or account. If no category fits, pick the closest accurate one and explain the mismatch in one sentence. Impersonation runs on its own track, and the impersonation evidence set comes before the form.
Appeal deadlines
Windows are short. A day to about a month from the notice is the usual range, and copyright counter-notices run on their own clock. Treat 24 hours as the safe assumption until the notice or the linked help page says otherwise.
Write the report in five lines
- The content or account identifier.
- The rule and the behavior it covers.
- One or two decisive facts.
- The risk or impact.
- The remedy you want.
Skip motive unless the policy makes intent relevant and you have evidence for it.
The appeal: one disputed fact
The notice says this post breaks the graphic-content rule. The image is a cropped historical document inside a museum discussion, not current violence. The caption and collection record are attached. Please review the documentary-context exception and restore the post, or name the element that still falls outside it.
Do not argue that you pay or that you have been a member for years. Argue the classification and ask for a remedy that fits it. Context that can flip a reading includes counterspeech quoting a slur, documentary footage, news reporting, artistic use, permission from a rights holder, mistaken identity and a compromised account.
Some of that is stance rather than fact, which is why quoting is not endorsing matters in an appeal as much as in a joke.
What the notice should contain
For services covered by it, Article 17 of the EU Digital Services Act requires providers of hosting services to give affected users a clear and specific statement of reasons when they restrict or remove content, including the grounds for the decision and information about available redress. For a US overview, see this Section 230 explainer.
A US user can still ask for the content identifier, the policy ground, the action, its duration and the remedy left.
Keep a log, then verify restoration
| Date | Route | Case ID | Evidence sent | Status | Result |
|---|---|---|---|---|---|
| Dec. 13 | In-app appeal | A-1042 | Notice, caption, URL | Submitted | Pending |
When a decision flips, check each effect separately: content restored, account access back, reach recovered, strike removed, stored penalty cleared. Restoration often fixes only the first.
If the appeal fails
Use any second review, out-of-court dispute route, regulator, union, lawyer or advocacy group that fits the issue. Rights and deadlines vary by country, so confirm them with a licensed attorney rather than a forum post. Public escalation can expose reporters or victims again, and a correction should not restage the harm any more than the original post did.
